I use the bees wax formula over unpainted toys but my question is "Can you use it over latex paint instead of varnish.  I have tried the Delta cream coat varnish but it seems to clump up. Or is there a better varnish to use.

I don't know about the varnish, but I use the bees wax over all finishes.
It works great on the plain wood, but also on the painted toys.  I put a coat on when I finish a toy, just to clean it up and make it shine better, then before a toy goes to a client, it gets another coat of the beeswax/mineral paste wax.  You can see the difference it makes in the shine of the toy.

I have not found finish that I would not want to use the beeswax/mineral paste wax on.

PawPawRay - You can use the bee's wax paste on unfinished, painted (craft paints or latex) and even varnished toys. But you can not paint/varnish after applying the wax.
