Yes and I personally have made thousands of toys over the last 50 years using MDF. It is good for most toys except teethers or any toy for a child that is teething.

I have experimented with MDF and found that it is indeed quite suitable for making toys. It paints very well and is surprisingly durable.  You need to make yourself aware of its strengths and limitations. You have to do that with any material.

Working with MDF produces a lot of very fine dust that can be a health hazard.

This Hot Rod Freaky ford is made from MDF.

I made some double sized Play Pals from MDF and was very surprised at how well they have held up. They have been in many 'crashes' and show no signs of denting even on the edges.
